Coventry Airport
Responsible for Aerodrome and Technical safeguarding - have no objection to the proposal based on the location and height as stipulated within the documentation. Air Traffic Services have no objections subject to the line of sight survey being completed. The survey will confirm that the wind turbines will not be seen as permanent echo on Coventry Airport'd radar displays which could impact on safety. Provided this is the survey result and the project is completed as per the document Coventry Airport has no objection to the wind farm development.
Directorate of Airspace Policy CAA
The Harrington development might have a potential impact upon operations associated within Sywell Aerodrome, this viewpoint is documented in the ES.
EMDA
From a strategic perspective emda supports this application and recommends approval. However, assessing the local social, economic and environmental impacts of the proposed development will clearly be key considerartions in determining this planning application.
Environment Agency
We now consider that the details in the FRA have been undertaken in line with Annex E of PPS25, and that these are considered appropriate for the scale and nature of the proposed development. Please note that our advice has not considered the risk of flooding from ground water, drainage systems, reservoirs, canals or ordinary watercourses. The Local Planning Authority will therefore need to be satisfied that the proposed development is also in accordance with other requirements of PPS25 'Development and Flood Risk'. Accordingly, the Environment Agency is prepared to WITHDRAW its previous objection.
Highways Agency
Further photomontages were sent to the highways agency to enable them to make an informed decision and they do not object to the application.
Kettering BC
Summary Kettering Borough Council (KBC) OBJECTS to the application because the content of the information contained within the Environmental Statement (ES) submitted with the application is deficient and thereby does not meet the information requirements of the Town and Country Planning (Environmental Impact Assessment) (England and Wales) Regulations 1999 (the Regulations); as such it is considered that Daventry District Council (DDC) is currently prohibited from granting planning permission by Regulation 3. It is therefore recommended that the application is either refused or, if it considers that further information can be obtained, that DDC should require under Regulation 19 such information to be submitted by the applicant, and advertised and consulted upon.
MOD
I am writing to tell you that the MOD has no objection to the proposal.
Natural England
We are satisfied that no statutorily designated nature conservation sites will be affected by the proposal and that adequate mitigation has been outlined for great crested newts, breeding birds and badgers.
NCC Highways
There is no objection in principle to this proposal on highway grounds. However the following should be noted 1. As stated in the Transport and Access Study the Northamptonshire County Council will require that a section 59 agreement is entered into.
Northants Bat Group
The application should be rejected until such a time when a better constituted and operated bat survey is professionally carried out and sensible, knowledgeable interpretations made from the results so any necessary mitigation can be put in place (such as positioning of turbines, reducing the number of turbines, turbine design, operating times of turbines) that will avoid bat casualties.

Harrington Parish Council strongly objects to the proposed Application to build a 7-turbine wind farm on the former Harrington airfield. We have reached this decision following thorough consultation with the people of Harrington, including holding two public meetings. At the second, which followed the submission of the Application, a unanimous vote against the proposal was recorded.
